政信定融是什么？

 

首先解释什么是政信项目和定融。政信项目的融资方一般是政府的各类融资平台（地方国资委控股），政府融资平台负责城市基础设施建设、城市开发等。 定融的全称是定向融资，向特定投资者发行，约定在一定期限内还本付息。定融采用备案制发行，发行需在金交所登记备案，并通过金交所或其他方式披露相关进展公告，并由金交所与受托管理人同时督导发行方按时兑付本息。

 

简单的说政信定融，其实就是地方政府平台发的债，通过定向融资方式发行，项目在交易所备案。

 

什么是金交所呢

 

金交所是由地方政府（省、市政府）批准设立的综合性金融资产交易服务平台，虽达不到上交所这样证监会监管的级别，但是每一个成立都需要省级或计划单列市金融办批准，不是随便可以成立的。此外，从股东来看，金交所的股东以各地方国资委为主，券商，大型集团和互联网金融平台等占部分，整体实力雄厚。

 

国债是零风险固收类产品，这个地方债的风险比国债高些，也正因为风险高一些，所以它的收益也比国债高。但它的风险跟同级别的上市公司债、房企债、民企债的风险又要小的多，个人觉得在于

 

1.地方政府融资平台一般是地方国资委控股，道德风险极低，项目的真实性可以保障。

 

2.作为地方国资委控股平台，政府融资平台实力较为雄厚，还款能力较强。

 

3.政府融资平台具备政府信用，而地方政府基本不可能破产，这也是政信信仰的终极支撑。
