日前，央行等多部门联合发布《标准化债权类资产认定规则》，为各类债权类资产提供了明确的标准化认定路径，更加清晰的界定了标准化债权类资产与非标资产。结合此前监管要求“信托公司非标集中度需要遵循30%和50%的限制”，将给信托公司带来不小的压力。

7月3日，《标准化债权类资产认定规则》出台，认定标准化债权类资产为依法发行的债券、资产支持证券等固定收益证券，主要包括国债、中央银行票据、地方政府债券、政府支持机构债券、金融债券、非金融企业债务融资工具、公司债券、企业债券、国际机构债券、同业存单、信贷资产支持证券、资产支持票据、证券交易所挂牌交易的资产支持证券，以及固定收益类公开募集证券投资基金等。

若其他债权类资产被认定为标准化债权类资产，应当同时符合以下条件：等分化，可交易。信息披露充分。集中登记，独立托管。公允定价，流动性机制完善。采用询价、双边报价、竞价撮合等交易方式，有做市机构、承销商等积极提供做市、估值等服务。在银行间市场、证券交易所市场等国务院同意设立的交易市场交易。

而未被纳入上述规则的为非标准化债权类资产。非标准化债权资产包括信贷资产、信托贷款、委托债权、承兑汇票、信用证、应收账款、各类受（收）益权等，而信托机构是非标债权市场的主要参与者之一。

在严控非标的背景下，发展标品信托对于行业的顺利转型具有重要意义。但由于此前信托公司主要以非标业务见长，标品信托在人才团队、运营管理等方面的建设暂时较难适应标品类业务的发展需要。这需要信托公司重点加强组织架构、投研体系和人才团队的建设，不断优化完善市场化的薪酬和竞争机制，为标品业务吸引足够的人才，同时加快运营管理系统的改善，补足短板，降低运营管理难度。
