基础产业类信托也叫政信类信托，是指信托公司与地方政府的平台公司开展合作，信托资金主要投资于基础设施、民生工程等领域的建设。

我们说的政信类信托是基础产业类信托的一种。基础产业类信托，是指资金投资于基础产业领域的信托，基础产业包括基础工业和基础设施两部分。因基础设施类项目要远远多过基础工业类项目，因此基础产业类信托又被叫作基础设施建设类信托，简称“基建信托”。又因所涉项目多为政府项目，其参与实体基本为地方国企或融资平台，还款来源主要为政府偿还债务，相当于有政府信用的隐形背书，又被称为“政信合作”类信托。

一：区域情况

判断一个地区的情况是否良好，除了经济水平、收入水平、财政情况外，还应该看这个地区的市场成熟度、地理位置、发展前景等。建议普通投资者优选经济发达区域，如长三角、珠三角等，再选经济水平较强的一二线城市、百强县等。

当然，三四线城市、非百强县也不乏优质、可靠的项目，但需要专业的研究机构严格筛选，把控风险。

二：政府财政

作为政信类信托的主要担保方和还款方，当地政府的财政情况非常重要。投资者可通过各地方政府、财政局、统计局官网查询各地方政府财政情况。主要从以下几方面判断地方政府实力。

（1）行政级别。在其他条件大致相同的情况下，行政级别越高，偿债能力越强、风险越小。同等条件下，东部城市总体比中西部城市实力强。

（2）政府收入。财政收入的绝对量是政府财政实力的体现，其次还需要关注财政收入的同比增长情况，如果同比增长低于国家的GDP增长速度，说明当地的发展势头不佳，过度依赖产能过剩或者下行趋势的行业，可能会影响未来债务的履约能力。

（3）政府债务。包括显性债务（直接负有偿还责任的）和隐性债务（担保责任等）。
