我国现代信托业恢复于1979年。当时，信托更像是‘金融百货公司,从最初的银行规避信贷计划管理的工具，到地方政府融资的渠道，信托公司的业务涉及委托投资、信托贷款、资金拆借、证券承销等多种业务。正由于信托公司的业务多而杂，且无明确定位，发展中才乱象丛生。

而随着2020年几家代表性暴雷事件后，信托行业受到监管部门严格限制，市面上可供选择的产品不断减少。那么，为数不多的产品中还有可选空间吗？

城投公司以政府信用为依托进行融资。作为政府投资项目的代融资主体，城投公司自身的融资能力极为有限，必须积极争取与所承担任务相匹配的财政、土地、政策等政府支持，在此基础上积极运作各类政府资源才能够确保融资任务的顺利完成。

在进元财富工作中，确实发现不少城投公司近几年来处于逐步转型的过程中。一方面城投平台继续承担地方基础设施建设主体职能；另一方面，城投平台经营业务开始逐渐趋向于多元化，且渐渐脱离地方政府从而面向市场，城投平台具备了一定的自主经营能力。

未来退出融资平台的公司会越来越多，因为法律上要求所有的融资平台都要转型。 第一，名义上主体转型，第二，融资行为转型。只有转型才能继续融资。此外，退出融资平台管理和不承担政府融资职能是两码事。城投企业或政府公告退出融资平台的表述是不规范的，退出融资平台管理，需要按照银监会关于退出融资平台管理的程序执行；很多平台的公告退出，是指不承担政府融资职能。退出理由主要为：初步建立现代企业制度，实现市场化运营；不再承担地方政府融资职能；承担的地方债务已经纳入政府财政预算。

城投平台对外融资，很多项目依旧是针对基建工程，与当地政府部门的关联性较强，该类政信项目平台公司一般都会出具地方政府的回购函，因而相较于市场上的其他投资理财产品而言，政信项目依然是具备较强保障的。

进元财富跟进行业热点发现，近期受到四川信托资金池项目暴雷、武汉金凰83吨黄金造假抵押的影响，不少信托产品收到了严格监管，事实上当下环境中仍能持续发行的政信信托产品无一例外都是安全性充分的项目，且政信项目与TOT、工商信托一类是存在本质区别的，并不能将其与高风险理财产品混为一谈。除此之外，进元财富为信托产品严格制订了风险评估体系，在重重保障之下，政信信托产品仍然是安全可靠的投资理财选择。
