2020年政信定融安全性怎么样

在今年《政府工作报告》中，关于地方政府债券报告明确年内拟发行2.15万亿元地方政府专项债券，目的是“为重点项目提供资金支持，也为更好防范化解地方政府债务风险创造条件”。报告中同时明确表示“鼓励采取市场化方式，妥善解决融资平台到期债务问题。

地方政府债务的产生都来自于政府公共服务项目的建设费用，由违约风险带来的信用缺失和造成的后果是任何一级政府都不可承受的，因为这关乎地方政府经济长远发展大事，关乎当地的公共民生服务能否持续，所以出现不兑付的违约概率几乎为零。这就是在我国单一体制下主权信用产品的最大优势。

所以，确定性机会极大概率在政府基建领域，而政府基建离不开大家耳熟能详的政府投融资平台，原因很简单：政府的市政府道路、桥梁、医院、学校、公共设施等项目工程，首先交给的就是政府的一级核心平台公司，由他们来承建及交付。

由此可知，要保持未来中国经济的稳定增长，很大程度上落脚点在政府基建，而具体工作开展的主体将会是政府投融资平台；对于高净值客户而言，对应政府平台的投资理财机会主要涉及政信类信托产品、资管计划、城投债（定融计划）等。

先看看出现延期风险事件的政信类信托、资管产品兑付效率；目前涉及延期的政信类产品关联的地方有：内蒙古、青海、贵州、陕西等地。

以上涉案产品，均迅速兑付本金、到期及延期利息，极个别特别困难的平台，政府依然给出了具体的还款时间表（半年内），同时给予了适当的利息补偿。

防止因地方政府债务问题引发系统性金融风险，是各方正在努力的方向。即使个别偏远地区存在政信项目延期可能，但都能得到妥善解决。地方政府也已认识到，城投债违约将会对区域整体融资环境造成巨大的负面影响。从这个大方向来看，政信项目的风险性仍然可控，出现如资本市场连环爆仓事故等系统性投资风险的概率较小。因此，政信类产品仍是保守资金未来主流的投资方向。

另外从根源上分析，平台公司资产主要是：土地，保障房、安置房等政府公益性资产，政府基建工程的应收账款，以及其他平台和政府部门（财政局、土储、管委会）之间的其他应收款，而这些应收账款到期后，政府或政府部门的支付款项也是刚性的，对于平台公司债务也是一种保障。
