城投融资面临哪些监管

2017年50号文之后明确发文强化监管的部门只有发改委，其他部委主要是跟财政部联合发文，针对地方政府融资平台加强监管，其目的在于防范化解地方政府隐性债务风险。

防范化解地方政府债务风险是今年经济工作的重中之重，未来不排除其他监管部门进一步加强合规监管，对城投平台融资依然具有比较大的不确定性。

城投融资面临哪些监管

从监管部门区分，城投平台融资主要面临以下几个监管部门的直接监管：银监会、发改委、银行间交易商协会和证监会（包含交易所），分别对应监管贷款和城投债。此外，城投平台也会通过各类“非标工具”进行融资，常见的信托贷款和融资租赁实际上也归属于银监会监管。

银监会：平台名单管理下的总量控制

银监会对融资平台贷款的管理主要原则是“总量控制、分类管理、区别对待、逐步化解”，核心要求是“各银行业金融机构法人不得新增融资平台贷款规模”。

发改委：企业债监管逐渐明确、统一

在城投平台的融资监管中，发改委的企业债监管政策在相当程度上发挥了“风向标”的作用，企业债发行放松时，意味着城投平台的监管趋于宽松，反之则监管收紧。

交易商协会：政策波动性小

相较于发改委的监管政策，交易商协会对城投平台发债政策变化相对较少。

2014年43号文之后，交易商协会收紧了对平台发债的审核；但从2015年一季度开始，又逐渐放开了审核要求；2016年9月，在原有基础上，进一步优化城投类债券发行流程。

未来城投平台融资仍存变数

进元财富认为防范化解地方政府债务风险是今年经济工作的重中之重，未来不排除其他监管部门进一步加强合规监管，对城投平台融资依然具有比较大的不确定性。但市场上的城投平台融资项目始终是较为安全的投资理财选择，经由进元财富出具的地区债务分析报告，筛选出地区风险较小的项目所在地，再挑选项目就更为安全了。
