债务化解新工具为应对融资平台短期流动性助力

湖南省日前公布的《关于2019年度省级预算执行和其他财政收支的审计工作报告》在回顾2019年工作时指出，省级预算执行和其他财政收支情况总体较好，其中一方面表现为聚焦打好三大攻坚战，设立省级债务化解基金，清理整合350家融资平台。

这并非孤例，贵州、黑龙江亦成立了债务化解周转金。记者采访地方投融资人士了解到，债务化解基金、债务化解周转金功能类似，主要由省级政府协调国有企业、金融机构、社会资本共同设立，基金采取“过桥方式”提供贷款，重点用于辖区内融资平台偿还到期债务资金的周转。这一定程度上可以缓释融资平台隐性债务风险。

具体而言，基金通过集合信托方式，为融资平台公司偿还存量隐性债务提供短期周转资金，以防范化解融资平台债务违约风险。总结来看，债务风险化解基金主要由省属企业发起并引入其他资本组建，然后通过过桥贷款的方式投向流动性紧张的融资平台。融资平台则用过桥贷款偿还到期债务，待流动性好转后，再向基金偿还过桥贷款。

近两年来政府存量隐性债务集中进入了偿债高峰期，部分融资平台公司短期内面临较大偿债压力及流动性风险。基金通过市场化运作，将撬动更多资金协同化解地方融资平台隐性债务，优化地方政府债务结构，对维护区域金融稳定、推进高质量发展有着重大意义。

在进元财富看来，隐性债务并非政府债务，但由于地方政府的担保、财政兜底，隐性债务和政府信用又有关联。地方主要通过盘活存量资金、处置政府闲置资产（如房产）、出让股权等方式化解。债务化解基金是新的化解方式。

进元财富认为债务化解基金主要是提供短期紧急流动性支持，缓释融资平台到期债务风险，但均未改变融资平台债务余额，债务风险仍需进一步化解。现今城投信仰逐渐降下神坛，尤其是近两年城投平台普遍面临债务集中到期，投资者在挑选理财产品时更应关注项目本身的质量。进元财富为在售的城投信托、定融项目出具独立、客观的风险评估报告，为项目所在地区建立整体债务评价体系，筛选优质项目。
