融资平台是由地方政府及其部门和机构等通过财政拨款或注入土地，股权等资产设立，承担政府投资项目融资功能，并拥有独立法人资格的经济实体。

平台公司是“由地方政府及其部门和机构等通过财政拨款或注入土地、股权等资产设定”突出了融资平台的地方国企属性。

根据最新的定义，政府投资是指在中国境内使用预算安排的资金进行固定资产投资建设活动，包括新建，扩建，改建、技术改造等，并强调政府投资的资金投向应以非经营项目为主。

平台的功能是为政府投资项目融资，但是投资对象的范围一直在变化，目前最新的范围是“公益性或准公益性项目”。这里的公益性项目是指：市政道路、公共交通、保障性住房等。准公益性项目目前没有文件对其定义，大致包含：1.公共服务项目：包括供水、供电（电力）、供气、 供热等；2.公共交通建设运营项目：包括高速公路投资运营、铁路、港口、码 头、机场（民航）建设运营、轨道交通建设运营、城市交通建设运营等。

融资平台有多种分类方法，按业务分类可分为以下几种：

1.城市基础设施建设：主要是指交通运输、机场、港口、水利等设施，是保证城市设施运行的保障；

2.土地整理与开发：土地整理开发是指按照土地规划，通过经济、法律、技术等 手段对土地利用状况进行调查、改造、综合整治来提高土地集约利用率和产出率的工作；

3.公用事业：公用事业是指具有各企业、事业单位和居民共享的基本特征的，服务于城市生产、流通和居民生活的各项事业的总称。具体来说包括环境卫生、安全事业；交通运输事业；自来水、电力、煤气、热力；其他公共日常如文化娱乐场所等；

4.国有资产运营：即国有资产的所有人或代理人为保证国有资产的优化配置、合理利用所进行的筹划、决策活动；

5.棚改：即公益性住房，包括棚户区、保障房、安置房、经济适用房、廉租房等。

平台公司成立的目的就是为了帮地方政府融资，本质上与地方政府职能部门没有太大区别，仅仅只是对外套了一个企业身份。所以平台公司的债务往往被市场视为是地方政府举债的另一个通道，本质上仍是地方政府偿还，也即市场广泛提及到的城投债背后的“政府信仰”。

除了上文中介绍，进元财富提醒投资者，并非名称中带有“XX城市建设投资有限公司”字样的才属于城投平台，当然也有不少属于国企融资的伪政信项目。这方面进元财富同样对产品进行严格审核，只有公司经营性质符合上述内容，才属于存粹的政信项目。
