什么是信托公司资金池项目?安全性怎么样

信托资金池是指募集时并没有明确投资方向的信托产品，该类产品往往是由一系列产品组成一个资金池并投向单一或多个信托计划及项目。

自2018年以来资金池项目收到了政策限制，为了防止挤兑风险，监管部门允许信托公司在资管新规过渡期内、不超过原有规模的情况下开展资金接续。这就给了某些信托公司继续发行资金池产品的理由。资金池产品的底层资产不透明，可谓是大杂烩，投资者也不知道自己的钱被用到哪里去了。很多投资者认为资金池就是把钱投给了信托公司，信托公司到期还本付息。这确实是最接近本质的理解，所以资金池产品是否安全，主要看信托公司的管理能力、募集资金能力和自有资产实力。

一、管理能力

在资金池产品中，信托公司对资金用途有非常大的自主权，只要符合信托文件约定的投资方向即可。所以信托公司的主动管理能力非常重要，是否有能力发现好项目、是否有能力管理好项目、是否有能力化解项目风险。同时，信托公司的资产配置能力也非常重要，资金池产品都是会投资一些流动性比较好的现金管理类产品，如货币基金、国债逆回购、银行活期理财等，以应对近期的到期资金。如何搭配好长期和短期资产，也是对信托公司流动性管理的一项考验。

二、募集资金能力

资金池产品多数是期限错配、短债长投。也就是说，投资者的钱是3个月到期，但信托公司把这笔钱以6个月的期限投资出去，以获取更高收益。对于到期资金的赎回，信托公司一方面需要做好现金管理类产品的配置，另一方面就是依靠新募集资金来应对到期赎回。其实资金池产品跟银行的存贷款业务，本质上一样的。银行贷款有具体期限，而活期存款可以随时取出，所以大家都知道，任何银行都经不起挤兑，必须要维持信用。资金池产品也是如此，必须不断募集资金，才能让这个“池子”继续运转。

三、自有资产实力

由于信托公司说不清资金池产品的具体用途，且为了维持信用，信托公司只要还想发资金池产品，就一定会想尽办法保证投资者到期资金的兑付。所以信托公司的终极大招就是自有资金支持。大部分资金池产品的信托合同中会设置“自有资金流动性支持条款”，如果到期赎回资金量太大，信托公司也能够自有资金提供流动性支持。

进元财富认为，在打破刚兑的国家政策趋势下，资金池信托产品又收到了限制要求有序整改，相较于政信信托产品资金池项目的风险是属于偏高的。
