政信类信托产品核心要素分析

此类信托，是信托中的大类别。投资者较为熟知，但具体到投资项目安全度高低，可能有些朋友不太会看，首先要学会区分项目为政信产品还是普通国企融资类项目，何为政信类信托，目前市场上宣传的政信项目，很多均为伪证信，相对违约率较高的政信类信托数据中也同样涵盖了很多假政信。

真正的政信信托产品：

概念层面：政信信托是指信托公司与各级政府或具备政府融资平台性质的公司在基础设施建设、民生工程等领域开展的信托业务。

延伸总结，政信信托项目可分为三种模式：

1、有明确资金用途，用于基础设施建设、民生工程等，此类产品融资方可为城投等一级政府控股子公司，也可为当地相应领域经验丰富的国企。比如修水利工程，由当地的水利公司代替政府办理；

2、无明确资金用途，融资方与政府关系为直接控股关系。控股股东可为政府或政府特定分配的职能部门；

3、政府与民营企业合作构成的政信PPP模式融资，该模式下，融资方往往由政府与项目关联方共同出资组建的项目公司。

下面简单为大家总结一下政信项目的优质度如何辨别，主要从以下几方面去考量：

1、所属地区政府信用如何

2、城市级别高的占优势，地级市＞市辖区≥县级市，当然有经济实力倒挂的，综合来看选择地方综合财力强、一般公共预算多的地区；（如何判断项目为地级市政信还是其他级别市政信，主要看融资方的实控政府职级，有的项目说是地级市，但通过项目资料查阅会发现融资方的实控政府职级是市辖区的区级政府，那项目实际属于市辖区的产品，并不为地级市政信）

3、看所属地区债务率，国际公认90%-150%的债务率为安全警戒线

4、看该地区近期募集项目密度，因为项目地的债务率是静态的，是最近一年的数值。而近期募集的产品是未加权到地区债务率中的，同时期如果某地区已经募集很多，且到期时间较为集中的话，这种地区建议规避

5、融资方在当地企业中充当的角色

6、相关企业综合能力，如融资方，担保方等

7、同一项目期限又长又短，选短的，出现风险肯定优先兑付先到期的

8、地区相同，融资方不同，选择收益低的，收益低不一定就安全，但是收益高，风险高这是铁论。

9、选抵押物充足的，这大家都会看，但是要提醒各位一个细节，一般没太多抵押物的可能是信托公司对地区和融资方认可度高，比如地级市，或发达省份很多项目没抵押物或者只有个应收账款，股权收益权，而县级市可能各种抵押物都压上了，此条做项目衡量时要多维度的评判，综合比较。
