50万以上人口城市通高铁，政信投资迎来新契机

日前，中国国家铁路集团出台《新时代交通强国铁路先行规划纲要》，提出了中国铁路2035年、2050年发展目标和主要任务。其中，到2035年，中国50万人口以上的城市将实现高铁通达。

《规划纲要》还提出了具体目标。比如，到2035年全国铁路网达到20万公里左右，其中高铁达到7万公里左右；20万人口以上的城市实现铁路覆盖，50万人口以上的城市高铁通达；形成全国1、2、3小时高铁出行圈和全国1、2、3天快货物流圈等。

财务部8月4日公开数据显示，截止7月底，新增专项债权发行22661亿元，完成全年计划的60.4%，年内尚余近1.5万亿元额度待用。专家预计，8月地方债将再迎发行高峰，规模或近万亿。其中，大量专项债资金将投向基础设施，加快“新基建”等领域建设。

随着基建加速，地方债发行加大，政信债市场也迎来新的契机，不少优质地区新项目融资成本提升，未来三个月内将迎来一波新的投资热潮。

政信定融产品的优点：

一是可以形成合法有效的债权债务关系。各交易场所，在国务院或各省（直辖市、计划单列市）政府和金融办的批复范围内合法合规地进行产品设计，通过交易和备案形成合法有效的债权债务关系；

二是省去了融资过程的部分中间环节。投资人能与融资企业建立直接的债权债务关系，债权关系清晰。投资人既可通过管理人代为维护权利，也可直接、单独地对债权进行追索和主张，避免了资管产品因为法律关系中隔着一道管理人而带来的投资人无法直接有效对融资方实施维权的问题；

三是解决了资质较好企业的融资需求。此类模式为优质企业开辟了一条新的获取资金的通道，各地方金融资产交易中心备案发行的“定向融资计划”“定向融资工具”除需严格审核融资方的各项资质，还款来源，还款能力等，往往还会要求关联主体为产品如期兑付提供无条件不可撤销连带责任担保，且要求发行方办理抵质押相关风控措施，以尽可能保障投资人的本息兑付。
