信托转型投资城投债：标准化债权类资产或成新宠

在理财产品中，往往会出现“标”和“非标”两个相对概念。其中，标即标准化债权类资产。按照2018年4月的资管新规，标准化债权类资产必须满足以下条件：等分化，可交易；信息披露充分；集中登记，独立托管；公允定价，流动性机制完善；在银行间市场、证券交易所市场等经国务院同意设立的交易市场交易。

相比于传统房地产、基础建设等，债券投资只是信托在证券投资的一个组成部分。与传统业务相比，信托公司布局债券市场存在收益比非标产品要低很多，赚钱相对少，同样也需要面临信用风险等问题。

一些信托公司因在债券投资产品起步晚等历史原因，导致在人力、信息科技等投入上不如基金、券商等其他金融机构。从以往的发展来看，信托公司一直未将债券作为自身发力的重点。

3月1日，发改委发布通知明确，企业债券发行全面施行注册制，并明确企业债券发行条件，包括最近三年平均可分配利润足以支付企业债券一年的利息等。有观点认为，注册制可以简化发行流程、提高发行效率，有利于扩大企业债券的融资。

同时，随着信托监管趋于严格，目前融资类业务“额度”仍然紧张，有公司已经暂停融资类业务，也有公司正在探索业务转型，研究如何开展投资类业务，实现“非标转标”。在此背景下，除股权投资信托业务依然火爆之外，市场上还出现多只投资单个地产或城投等融资主体公司债，以及投资金交所债权融资计划、股交所可转债的信托产品。

多家信托公司通过认购相关企业债券，将资金注入到最需要支持的产业中。同时，部分信托公司还运用承销资质，完成债券承销，间接助力相关企业。信托的一个特征便是投资领域广泛，服务实体形式灵活多样。此次信托公司通过债券业务支持实体经济也证明了债券工具对于信托的重要性。当然，全面开展在债券领域业务工作并非一蹴而就，各信托公司还要在制度建设、系统搭建、人才储备、项目资源整合等方面倾注资源，将原来在“非标”领域积累的优势逐步应用了债券领域。

进元财富认为，未来投资标的为债券类的信托产品将会愈发常见，随着融资类信托监管限制，快速实现转型无疑是信托灵活性的充分体现。尽管债券作为标准化资产安全性较以往上升一个台阶，在此基础上进元财富仍然持续对项目进行独立风险评价，确保投资人资金安全。
