原标题：集合信托平均收益率缓慢下行

　　近日，用益信托发布了《集合资金信托市场分析报告(2019年4月)》(以下简称《报告》)。《报告》显示，4月集合信托产品平均收益率为7.63%，继续保持了缓慢下行的趋势。专家认为在当前低利率环境下，不排除今年某月平均收益率低于7%的可能。

　　《报告》认为，从长期来看，因社会平均融资成本走低、企业融资需求收缩、银行等机构对企业融资增加以及大环境下的“资产荒”等原因，集合信托平均预期收益率预计将继续呈现下行的趋势。

　用益信托研究员帅国让对记者表示，在全球主要经济体货币宽松及负利率大潮蔓延之下，我国是少数没有量化宽松、零利率、负利率的国家，坚守稳健的货币政策。但需要明确，低利率才是我们当前所处的投资环境，不排除今年某月平均收益率低于7%的可能。

　　《报告》显示，4月份集合信托成立规模总体环比下降11.05%。其中投向房地产、工商企业、金融和其他等4类集合信托规模环比分别为-9.52%、-33.5%、-14.67%和-22.34%，只有基础建设集合信托环比规模实现了上涨，达7.19%。

　　帅国让表示，国家基础设施建设进入2.0版本，以5G为代表的“新基建”板块已在资本市场上得到追捧。基建类项目存在的形式会有所转变，依旧会存在一定的市场空间。

　　但帅国让也认为，在此次新冠肺炎疫情的冲击之下，财政支出可能更加紧张，导致地方债务的违约风险也随之升高。在实体经济不振的环境下，政信类产品主要在于流动性风险及兑付风险。

　　他还认为，从当前市场环境及监管政策来看，信托产品的募集面临较大挑战。资金信托管理办法一旦实施，投资者未来购买集合信托的产品门槛会有所提高，加上投资者对当前经济环境的谨慎与担忧，短期内集合信托产品成立规模会有所下降。
