       5月4日，青岛城市建设投资（集团）有限责任公司（简称“青岛城投集团”）发布关于公司董事、高级管理人员涉嫌违法违规被调查的公告。公告显示，青岛城投集团党委副书记、董事、总经理臧毅杰涉嫌严重违纪违法，目前正接受青岛市纪委监委纪律审查和监察调查。


       青岛城投集团表示，截至公告出具之日，公司各项业务正常运转，上述事项对公司生产经营、财务状况及偿债能力无重大不利影响。公司将严格按照相关法律法规的要求履行信息披露义务。


       公开信息显示，臧毅杰出生于1965年，本科学历。臧毅杰曾在青岛市财政驻厂员管理处、青岛市国资局（国资办）、青岛市国资委工作。2023年3月7日，惠誉国际信用评级有限公司维持青岛城市建设投资(集团)有限责任公司长期本外币评级为“BBB+”，评级展望由“稳定”调整为“负面”。根据最新披露的季报，截至2023年一季度末，总资产4207.10亿元，总负债2722.68亿元，64.72%。其中流动负债956.05亿元，账上货币资金183.26亿元，现金比率0.23。公司目前存量债券64只，规模752.81亿元。根据企业预警通数据显示，根据企业预警通数据显示，青岛城投集团在五矿信托、粤财信托、北方信托、华润信托、中原信托、紫金信托、百瑞信托、上海信托、交银信托、华鑫信托、山东信托等多家信托公司发行的信托产品累计26笔。联合资信在2022年7月对青岛城投的最新评级为AAA。青岛城投集团是青岛市市属重要的国有资产管理和基础设施投资运营主体。评级观点指出，评级观点指出公司金融板块涵盖担保、小额贷款、融资租赁、委托贷款及资金周转等业务，业务开展过程中存在代偿和坏账损失风险。整体债务负担较重，面临短期偿债压力。
