3月份城投债发行规模大增 创五年来单月最高水平

       受政策收紧影响，城投债融资口径自2021年下半年以来一直处于收窄状态，发行规模也呈现下降趋势，在近两年的低位运行后，随着市场环境的改善，2023年城投债也重新迎来发行高峰。


       中证鹏元数据显示，2023年3月，各品种城投债共发行1166只，发行规模达8118.42亿元，同比增长50%和46%，环比分别增长96%和97%。时隔多年，城投债的集中发行也引起市场人士的关注。


       中证鹏元研究表示，今年3月城投债发行规模超过8000亿元，这是近5年来单月发行最高水平。“我们分析主要的原因是，3~4月部分城投债将进入历史偿债高峰，受此影响，借新还旧需求会增大，这将带动城投债发行规模的大增。”


       综合2023年1~3月数据，各品种城投债共发行2319只，发行规模1.60万亿元，累计同比分别增长22%和19%。


       按照《2023年预算草案》，财政部将持续加强地方政府债务管理，这意味着，政策对地方隐性债务的管控也将处于高压态势。在隐性债务方面，《2023年预算草案》提出要用市场化法治化处理机制，相对于2022年预算草案的“有序化解地方政府存量隐性债务”，2023年提出要“抓实化解”。


       在上述财政人士看来，政策从资金需求端和供给端同时加强监管，有利于阻断新增隐性债务路径。“不过，考虑到城投平台当前仍以承担政府融资性任务为主，因此未来城投平台的分类转型，还需有具体的推进方案，这需要地方政府做可行性的调研，在符合实际情况的背景下有序实施。”
