中国单次最大规模外币主权债券在巴黎发行

中国财政部11月5日在法国巴黎成功定价发行40亿欧元主权债券。这是自2004年以来，中方第一次发行欧元主权债券，也是迄今为止中国单次发行的最大规模外币主权债券。

财政部公告显示，40亿欧元的总盘子中，7年期债券为20亿欧元，发行利率0.197%;12年期债券为10亿欧元，发行利率0.618%;20年期债券为10亿欧元，发行利率1.078%。对于这笔中国主权债券，国际投资者认购踊跃。数据显示，总申购金额超过200亿欧元，是发行金额的5倍，其中，57%的资金来自欧洲，投资者类型丰富，地域分布广泛。

这是中国政府15年以来第一次发行欧元主权债券，是迄今为止中国政府单次发行最大规模的外币主权债券，也是第一笔在法国定价发行并上市的中国主权债券，向国际市场特别是欧洲投资者传递了中国全方位高水平开放的信息，对进一步推动中国更深入地融入国际金融市场具有重要而深远的意义。

值得一提的是，此次欧元主权债券的成功发行，标志着中国政府在连续两年发行美元主权债券的基础上，重启欧元融资通道，有利于丰富和完善中国境外主权债券收益率曲线，为中资发行体欧元融资提供具有市场参考意义的基准。

业内人士认为，在中法建交55周年之际，在巴黎定价发行中国主权债券，反映出中国对欧洲金融市场的重视，将为中法双方进一步密切经济金融合作，打造更加坚实、稳固、富有活力的全面战略伙伴关系提供助力，有助于进一步深化中法乃至中欧的经贸合作。

作为本次欧元主权债券发行的联席主承销商之一，德意志银行中国境内债券资本市场主管方中睿表示，该项目具有里程碑意义，为中资发行人设立了欧元市场上的定价标杆。未来将有更多中资发行人进入欧元市场，中欧两大经济体的资本市场联系将更加紧密。

东方金诚首席宏观分析师王青认为，此次发行将为中资机构欧元债融资提供定价基准，有助于降低企业海外融资成本。此外，在发行美元债的基础上重启欧元债发行，有助于引导我国企业扩大海外融资渠道，避免美元债“一家独大”。当前欧洲央行再度转向货币宽松，也为中资企业提供了低成本欧元债融资机会。

一位欧元债投资人士表示，在欧元区整体负利率的情况下，寻求正收益债券比较困难，加之中国主权信用评级较高，此次中国财政部发行的欧元债成为一个很有吸引力的投资标的
